Complex site assessment and risk assessment for Record of Site Condition and sale of property.
A property owner needed PGL’s help preparing for the sale of a site with a wide assortment of previously identified petroleum-related and metals contaminants in soil and groundwater at concentrations exceeding Ontario Ministry of the Environment and Climate Change (MOECC) standards, and with the potential to result in unacceptable human health and ecological risks.
The issues were fairly complex due to a combination of contaminants from both previous onsite activities (operation of a gas station, service garage, car wash, and drycleaner, the storage of PCBs, placement of fill soil) and the operation of a gas station, maintenance depot and salt storage on adjacent properties.
Our custom designed sampling and analysis plan, investigation methodologies, and quality assurance/quality control plan led to the development of a risk assessment report that identified reasonable risk management measures to effectively reduce exposure risks to acceptable levels. The report was submitted for review and was acknowledged by the MOECC in August 2015.
